Noreen Clancy is a Senior Policy Researcher at RAND who studies issues related to disaster resilience and financial decisionmaking. Most recently she wrote a report focused on improving the financial resilience of public entities and individuals following natural disasters. Previously, she participated in a series of behavioral finance research studies conducted on behalf of the Department of Labor, the Social Security Administration, and the Consumer Financial Protection Bureau among others.  Those studies examined investors’ views on saving, their understanding of basic financial information, their motivations and habits of retirement savings and explored issues of trust of financial institutions.
