Leigh Phillips

President & Chief Executive Officer SaverLife

Leigh Phillips is the President and CEO of the national fintech nonprofit and advocacy organization, SaverLife. Since joining in 2015, she has overseen SaverLife’s transformation from a direct service program to the first-ever financial health platform designed specifically for people living on low-to-moderate incomes.

Prior to joining SaverLife, Leigh served as the founding director of the San Francisco Office of Financial Empowerment. In this role, she launched several “first in the nation” programs to increase financial inclusion. These included Bank on San Francisco, a municipally led effort to bank the unbanked, and Kindergarten to College, a universal and automatic college savings program for public school children.

On the national level, Leigh was instrumental in the creation of the Cities for Financial Empowerment Coalition and currently sits on the Board of Directors of the CFE Fund, as well as the Advisory Committee on Economic Inclusion. She has also served as Chair of the Consumer Financial Protection Bureau Consumer Advisory Board (2021-2022), Chair of the Board of the Mission Economic Development Agency, and Chair of the advisory board for Level Money, a startup acquired by Capital One.

Leigh received both her Bachelor of Arts in English Literature and Social Sciences and a Master of Economic and Social Sciences in Women’s Studies from the University of Manchester. Her work has been featured in publications such as the New York Times, the Economist, Time Magazine, and the San Francisco Chronicle, as well as NPR and CNN.

A native to the United Kingdom, Leigh now lives in the Washington D.C. area with her husband and two daughters.
